The Royal Commission for Jubail and Yanbu (RCJY), is responsible for providing, the necessary services for Jubail and Yanbu Industrial Cities either directly or through other entities. For example, the RCJY are providing the roads, Radio Systems and some Recreational Facilities; while others such as: Telecommunication are provided by the Saudi Telecommunications Co. (STC), Port Services are handled by the Seaport Authorities, Domestic and International Airport Services are handled by the Civil Aviation ..etc.
A highlight of the available services in the two cities are as follows:
Roads
The two cities accommodate one of the high quality type of highways and roads which serve the two cities as well as linking them with the rest of the country. All roads meet or exceed the ASHTO standards to cater for the heavy trucks transporting industrial products.

Telecommunications

Airports

General Education
The education sector in the Kingdom in general is given a very high attention considering that it is one of the most important elements to graduate skillful and knowledgeable future generations, to participate in the development process and assists in building industrial cadres for the two cities. Education facilities were built in the most modern systems with regard to the general structure of the schools, laboratories, educational aids, computers, etc. In addition to the governments’ approved courses for the general education, English language and computer science are taught at the initial education stages. Also, the students practice some activities which considered as an essential part of education process such as sportive, cultural, swimming, etc.
The Royal Commission undertakes the construction of education facilities (the schools) and provides them with the necessary furniture and other requirements. Also, RC employees the teaching administrative staff for boys’ schools, but for girls school they were employed by the General Presidency for Girls Education. The private sector participates partially in education services specially in kindergartens.
Post-Secondary Education
Since the initial starting steps the Royal Commission gave special priority for technical education through planning and building two industrial colleges in Jubail and Yanbu, each of these colleges accommodate approximately (1000) students. Secondary school graduates were admitted to be technically qualified to meet the need of the industries in the two cities for qualified and skilled Saudi citizens. The two colleges provide the following specializations:
Department of Electrical & Electronics Engineering Technology.
-Department of Mechanical and manufacturing Engineering Technology.
-Department of Chemical and & Process Engineering Technology.
-Department of Business Studies
Also, the two colleges offers special training courses for employees of companies in certain fields to required by these companies.
The two colleges developed cooperation programs with some professional international professional organizations such as the Accreditation Board of Engineering Technology ABET.
