Basically, utilities such as Electric Power, Potable Water, Seawater for Cooling, Sanitary and Industrial Wastes in the tow industrial cities fall under the responsibility of Marafiq Co.

Some of the infrastructures are provided by other entities. For example; Electricity at Jubail is provided by the Saudi Electric Company Saudi Electric Company (SEC), Desalinated Water is partially provided by the Sea Water Conversion Corporation (SWCC), Natural Gas is provided by (Saudi Aramco), while Telecommunication services are provided by the Saudi Telecommunications Co. (STC) ..etc.
