Since the era of the Kingdom’s founder, King Abdulaziz Al Saud – may Allah have mercy on him – the leadership of the Kingdom has embraced a strategic vision to harness the nation’s resources for the advancement of the country and the prosperity of its citizens. Among the priorities of this vision has been diversifying sources of income to reduce reliance on depletable oil resources, and expanding the industrial base through the development of the agriculture, industry, and mining sectors, with particular emphasis on petrochemical and mining industries. 

In line with this farsighted vision, the wise leadership began planning to utilize the associated gas from oil extraction—which had previously been burned and wasted in the atmosphere—by approving a plan to establish the industrial cities of Jubail and Yanbu. A royal decree was issued to form the Royal Commission for Jubail and Yanbu to implement this ambitious plan, granting it an independent legal personality and a dedicated budget to carry out its programs. 

Indeed, the journey of challenge and achievement began in the Royal Commission’s cities, and its scope of work expanded to include Ras Al-Khair Industrial City for mining industries, followed by Jazan City for Primary and Downstream Industries, along with the supervision of an economic zone in each city. Over time, these cities have earned a global reputation and become a destination for investors both locally and internationally. As a result of this remarkable journey, the Royal Commission has attracted investments amounting to SAR 1.186 trillion by the end of the third quarter of 2024, making it one of the Kingdom’s most significant economic arms. Given its central role in the Saudi economic landscape, the Royal Commission plays a major part in achieving the objectives of Saudi Vision 2030 and the national strategies. The Commission is proud to have received the National Industrial Development and Logistics Program (NIDLP) Award for the highest investment attraction among entities in 2023. 

It is worth noting that while achieving economic and industrial milestones, the Royal Commission has never wavered in taking all necessary measures to preserve the environment, support environmental initiatives, and promote the principles of recycling and sustainable development. Since its inception, the Commission has developed a comprehensive plan to implement an integrated environmental program that monitors industrial activities in a way that maintains the balance between industrial growth and environmental protection. 

With God’s will, the Royal Commission will continue its achievements guided by a strategic vision to be the investors’ first choice in the industrial sector and a key contributor to the progress and sustainability of industry in the Kingdom of Saudi Arabia. It will strive to fulfill its mission to develop, enable, and manage sustainable industrial cities that foster innovation, provide advanced infrastructure, and deliver exceptional services, paving the way for a thriving economy and a vibrant society that meets the aspirations of the nation and its partners.
