Royal Commission gave a great interest to telecommunication services by establishing modern telecom network with high standards included (4) CO Exchanges and telecommunication installation reached all industrial, commercial, and residential areas that was handover to Saudi Telecommunication Company.
All community area covered by CATV network, Royal commission also have paging system and private mobile radio system.

King Fahd Industrial Port
Extending along 15 Kilometers of coastline, Jubail’s King Fahd Industrial Port is the largest oil and Petrochemical exporting complex on the Red Sea. Completed by the Royal Commission in 1982 and operated by the Saudi Arabian Seaports Authority since 1984, the port comprises seven terminals with 25 berths, a service harbor, bulk cargo and container handling equipment, and marine support facilities. The port handles crude oil from the Eastern Province delivered through the East-West Pipelines.
Over the years, the crude oil terminal has pumped billions of barrels of oil destined for markets around the world.
Dredged to a depth of 32 meters, the terminal consists of four loading berths connected to shore by a trestle and causeway. Two berths can be used concurrently providing maximum loading rate of 300,000 barrels per hour.

EDUCATION
 
The Kingdom's economic and industrial growth depends largely on the intellectual development and skills of its citizens. Education and training are the keys to unlocking the nation's store-room of human and natural resources.
Recognizing this fact, the Royal Commission has built schools that provide a model education environment for children as well as for adults who may require technical training.
Kindergartens
The first kindergarten was opened in the school year 1401-1402H in Haii Al-Lulu with 62 children enrolled. To date, the number of kindergartens has reached 18; 11 are operated by the Royal Commission and 6 are operated by the private sector. Kindergarten study is divided into 3 levels; nursery, kindergarten and pre-school for 3, 4 and 5 years old children, respectively. The enrollment has reached 1909 kids this school Year 1425 / 1426 H.
Boy's Schools
In the school year 1401-1402H, the first primary school was opened in Haii Al-Shati; the number of enrolled students was 122. Today, MAJAS has 10 boy's primary schools in Al-Huwaylat, Al-Fanateer and Al-DeFfi with total enrollment of 7146 students for this school year 1425 / 1426 H, and sixths boy's intermediate schools, Al-Fanateer and Al-Deffi, with total enrollment of 2962 for this school year 1425 / 1426 H students and 4 boys secondary schools in Al-Fanateer and Al-Deffi. with total enrollment of 2677 students , for this school year 1425 / 1426 H.
Girl's Schools
In the school year 1401-1402H, the first girls primary school was opened in Haii Al-Lulu with 90 students enrolled. Today, there are 9 primary girls' schools in al-lulu , al-fanateer and al-deffi. With total enrollment of 6630 students, for this school year 1425 / 1426 H, and 5 intermediate girls schools in Al-Lulu, Al-Fanateer and al deffi . with total enrollment of 2687 students , for this school year 1425 / 1426 H., and 3 girls secondary schools in al-fanateer and al-deffi. . with total enrollment of 2430 students , for this school year 1425 / 1426 H.
 
 
 
 
 
HealthCare
The Royal Commission (RC) defined primary health care as essential health care based on practical, scientifically sound and socially acceptable methods and technology, made universally available to individuals and families in the community through their full participation. Health care can be viewed as a strategy to integrate all aspects of Health Services.

The Royal Commission, Health Services Department follows the international Health Care standard strategy in Health planning, Total Quality Management, Continuous Medical Education.
The Health Services Department establishes and implements Strategic Plan, Guidelines, Policy and Procedures for both Primary Health Care and Secondary Health Care in Jubail Industrial City.
The Health care services in Jubail Industrial City are integrated to provide community residents with maximum health care requirements. It provides the best quality of care to the members of every family whereby each member has a medical follow-up file. Health Services are divided into two levels:
Primary Health Care.
Secondary Health Care.

Primary Health Care:
The Primary Health Care Center (PHC) is the first level of comprehensive health care program. PHC is defined as consisting of the basic or essential set of health interventions. This leads to equating primary care with selective vertical programs or an essential package of services used partly as a financing tool but also to meet the disease burden of predominantly communicable disease, prenatal and maternal deaths.
The Royal Commission provides Primary Health Care Services with certain specific programs, latest Medical Equipments, highly skilled and professional staff. The levels of care are: prevention, pre-symptomatic detection of diseases, early diagnosis, diagnosis of established diseases, management of disease, , rehabilitation, Immunization, School Health Programmed, Health Education, Diabetics & Blood Pressure clinic, Bronchial asthma clinic, Consultation program for nutrition, well child clinic, Mother and Child Health Care (MCH).
The Royal Commission established three comprehensive Primary health care Facilities:
1. Al-Huwaylat Health Care Center, which serves east and north corridor, and Al-Khaleej District residents.
2. Al-Fanateer Health Care Center, which serves Al-Fanateer District residents.
3. Al-Deffi Health Care Center, which serves Al-Deffi District residents.
To reduce the pressure in AL-Fanateer Hospital outpatient Clinics, the Royal commission opened Specialized and well-equipped Clinics & Support Services in Primary Health Care Centers (Obstetrics and Gynecology, Endo, Dermatology, Pediatrics, Dentistry, Otorhinolaryngology, X-ray, Pharmacy. Laboratory, EMT and Ambulance Services.
All residents receive all types of Health Services including emergency services and are recipients of a referral system for sending patients for specialized and more sophisticated investigation at Al-Fanateer Hospital.
 
Secondary Health Care:
The Royal Commission opened Al-Fanateer Hospital In 31.01.1989 in Al-Fanateer sea front area. A structured 5-storey hospital with a total capacity of 300 furnished beds was constructed on a area of 124026 square meters. The Hospital also includes an Airplane medical evacuation area, Green land areas, and Car Parking areas.
Al-Fanateer Hospital is a modern, fully equipped, and professionally staffed. Inpatient and outpatient services are provided, including clinical examination, hospitalization, Dental Care, and Emergency Services 24 hours a day.
Al-Fanateer Hospital recognized as Corneal Transplant Center, and as a Saudi Council for Health specialties examination Center in Jubail Area.
 
Private Sector
The Royal Commission, Health Services Department concerns on Continuous Development of Medical Services in Jubail Industrial City to provide the best quality of care to all Saudi citizens and residents.
Therefore the Royal Commission encourage the private sector to invest in Health Services, which gave the private sector good opportunity to participate in opening the following private Health Services:
1. Al-Mana'a Hospital – Al-Huwaylat District.
2. Al-Mouasat Hospital – Al-Deffi, Al-Andalus District.
3. Al-Lulu Dispensary – Al-Deffi, Al-Ferdos District.
4. Avicena Dental Center – Al-Fanateer, Al-Hejaz District.
5. Al-Razzi Dispensary – Al-Fanateer, Sea front area.
6. Al-Khonaini Dispensary – Al-Shatti District.
